Sustainable Transport Outcomes

Kāinga Ora is demonstrating its leadership approach to sustainability and wellbeing outcomes with its new Sustainable Transport Outcomes (STO). This document sets out clear strategic outcomes for transport within Kāinga Ora developments and communities, with a firm focus on ensuring that active and public transport modes are truly viable for everyone.

This is a response to the once-in-a-generation opportunity that Kāinga Ora has to improve the lives of thousands of New Zealanders by making transport systems work better, particularly for people who experience transport poverty. Kāinga Ora will achieve this by working with local authorities to give people choices as to how they get around. We will prioritise people, while helping to reduce our collective dependence on cars and deliver safer, more attractive streets which prioritise walking, cycling, and public transport.

Safety for people as they move about, and taking a Vison Zero approach, is a key element of the Outcomes—from safe access to public transport, to social safety as people move around a neighbourhood, to safety using the transport network.  

The Outcomes reflect national legislation and policy around transport, decarbonisation and mode shift at all scales of operation. They were developed by working closely with key internal and external stakeholders and partners. Particular thanks to Waka Kotahi NZ Transport Agency, Auckland Council, Auckland Transport, Porirua City Council and local iwi, who have helped ensure the outcomes build upon, and align with, national and local direction.

“It is a heart-warming read, and is completely aligned with everything that we are trying to achieve with Road to Zero.”

“Reductions in vehicle kilometres travelled will lead to emission reductions, but will also have a significant impact on deaths and serious injuries. I particularly liked the target of 95% of local streets in the neighbourhood have observed speeds below 30km/h, which is very commendable.”

“The challenge you now have, is the same one I have, and that is delivering on ambitious outcomes – but it’s a good problem to have, and one that I am sure Kāinga Ora is really focused on,” said Bryan.
